Notes:
20.1 Cyprus used GB stamps, identified by numeric cancellations, from 1878 to 1881, Sc A1-A46. In 1880 GB stamps overprinted CYPRUS, including the #1, were introduced. The first real  Cyprus stamps is the 1881 ½ piastre green Sc11, SG31.
20.2 The first Eastern Roumelia (Gibbons, Scott spells it Rumelia) stamps are Turkish overprints, followed by Turkish designs inscribed ROUMELIE ORIENTALE. Southern Bulgaria (see below) are all overprints of Eastern Roumelia.
20.3 Haiti's Sc-C1 airmail, the 25c green, was issued in 1930, making the Sc-C2 the first. They share the same design.
20.4 Haiti Charity. Scott's B1 is the 1939 10c + 10c multicoloured, issued to raise funds for the building of a sports stadium in Port au Prince. Mackay starts in 1944 with an issue of seven Obligatory Tax stamps for the United Nations Relief Fund.
20.5 From 1877 to 1881, Portuguese Guinea used the stamps of Cape Verde, identified by cancellations. From 1881 to 1885 they used Cape Verde stamps overprinted with GUINE, including the Sc1 of 1881.Their first real stamp  is the 1886 5r black, Sc22, SG35.
20.6 All of Bangkok's stamps are overprints Straits Settlements stamps. All are expensive and forgeries abound. SG1, priced at £35,000 is a 32c on 2a yellow - this seems to be Sc22 and dated 1885 by Scott. I'll pass on this one
20.7 Coincidentally, all of Tahiti's early issues were overprints of French Colonies and all expensive. Scott identifies a semi-postal issue, the 1915 B1, not referred to by Mackay - it is an overprint of a French Polynesian stamp and, judging from the design, benefited the Red Cross. Another pass, though the similar ScB2 SG61 is about the only relevant affordable Tahiti stamp.
20.8 North Borneo's first commemorative is 1922 overprint of the 1909 Sc136 SG159. It celebrates the 1922 Malaya-Borneo exhibition. The first real  commem set was the eight stamps of 1931 on the 50th anniversary of the North Borneo Company, Sc185-192, SG295
20.9 Scott's first semi-postal for North Borneo is the 1916 overprint produced for the National Philatelic War Fund. One third were sent to GB for sale to benefit the charity, the rest were lost at sea. This could well be the reason that Mackay begins in 1918 with the 1c + 2c Red Cross overprint.
20.10 For Thailand Charity, Scott begins in 1918 with an issue of overprints for the Red Cross. ScB1 is the 2s orange brown. Mackay prefers a 1920 issue, presumably beginning with ScB12.

Notes:
21.1 Guadeloupe's #1 is a surcharge of a French Colonies stamp. Their first real stamp was the Sc27 SG34 1 cent black of 1892.
21.2 Scott's and Gibbons' first Guadeloupe Charity is the 1915  10c + 5c red. Mackay starts with the 1938 Currie issue 1f75 + 50c blue, ScB3.
21.3 St. Pierre and Miquelon's #1 is a handstamp surcharge on  on a French Colonies stamp. Their first real stamp is the 1892 1c black, Sc60 SG60.
21.4 The first real Timor stamp is the 1887 Sc11 SG? 5r black.
21.5 There were six Stellaland stamps, 5 in 1884 and maybe one in 1885, all to the same design. #1 is fully priced and so #2 is probably the one for me.
21.6 Every Guanacaste stamp is an overprint.
21.7 In both Scott and Gibbons (in an unusual example of consistency), South Bulgaria (Sc20-40, SG13-48) follows on sequentially from Eastern Rumelia (Sc1-19, SG1-12), on which they are overprints. The Rumelia stamps are themselves overprints of Turkish stamps.  Most are expensive and forgeries abound. The most reasonable-priced stamp of the first issue is the 5pa lilac.
21.8 Every Patiala stamp and Official is an Indian overprint.
21.9 For Madagascar, before the French Offices of 1889, Scott lists 58 stamps (plus varieties) of expensive British Consular Mail stamps. These are not in my Gibbons Simplified. For once, I'll go with Gibbons and start Madagascar in 1889
21.10 Guadeloupe Post Due. Scott dates the 15c black on blue as 1879, though this at £20 may be preferred to the 1876 25c black on white at £575. The ScJ15 SGD63 is the first affordable PD.
21.11 For French Offices in the Turkish Empire, Scott lists, under that heading, General Issues, Levant above, Cavalla (1893), Dedeagh (1893), Port Lagos (1893) and Vathy (1894). Gibbons lists just the general issues and then the others in the normal alphabetical run.
